Overview (Covent Garden)

  • This Access Guide covers the Covent Garden area, including the pedestrianised Piazza around the Market Building and James Street, the surrounding streets bounded by Shelton Street to the north, Drury Lane to the east, Maiden Lane and Tavistock Street to the south and Bedford Street, Garrick Street and Upper St Martin's Lane to the west.
    The area is approximately 500m north to south and approximately 600m east to west to the extremes.
    The constantly changing nature of the area may mean that the on-street conditions vary from the description in this Access Guide.
    The Access Guide survey was undertaken in November 2022.

    Notable buildings in the area include The Covent Garden Market Building, including the Apple Market, the Jubilee Market, the Royal Opera House on Bow Street, St Paul's Church, The Theatre Royal, The Fortune Theatre, the London Transport Museum and the London Film Museum.
    The area is noted for a variety of high end fashion boutiques, perfume stores, jewellery stores and similar retail outlets together with restaurants and cafés, many with outside or pavement seating areas.

  • As this is a popular tourist destination, the streets around Covent Garden can be busy and some areas particularly congested which may be daunting for some people.
    The Piazza and Market Hall are known for street performers and musicians and many shops in the area also play music. This means that the area can be both vibrant but noisy, particularly around the Jubilee Market.
    The mixture of shopping and restaurants mean that during normal shopping hours the area can be busy, with restaurants and bars staying opening until the late evening hours.
  • The central pedestrianised area, including Covent Garden Piazza, James Street, King Street and Floral Street has cobbled or block paving. Elsewhere there is a mixture of stone and concrete slabs or tarmac to pavements, with tarmac to streets and block paving at crossings. In places this traditional paving can be worn or uneven, which may be a slip or trip hazard to those with mobility problems.
  • There are a number of Legible London wayfinding signs at key road intersections.
    Other than James Street and around The Piazza and Market Building, there is generally a lack of public seating, however, many cafés, bars and restaurants have outside seating.
  • The main methods of getting to Covent Garden include tube, mainline train, bus or taxi.
    The nearest underground station is Covent Garden which is central to the area. However, there is stepped access only to the platforms, similarly with the next nearest tube stations, Leicester Square and Charing Cross.
    The nearest step-free station is Tottenham Court Road to the north west of Covent Garden, approximately 1km from the Market Hall, 15 minutes walk away.
    The nearest mainline train station is Charing Cross, to the south of Covent Garden, approximately 550m (0.3 miles) from the Market Hall, 7 minutes away.
    There are bus stops on The Strand at the south end of Southampton Street.
    Additional bus stops may be found in Charing Cross Road near Leicester Square tube station.
    There is a taxi rank in Russell Street just off the East Piazza.
  • Parking in the area, particularly on-street parking, is limited and visitors are encouraged to use public transport.
    There are public car parks in Shelton Street (attendant parking), Q-Park Covent Garden in St Martin's Lane, NCP London Covent Garden in Parker Street off Drury Lane and Q-Park Chinatown in Newport Place.
    On-street Blue Badge parking bays may be found in Bow Street, Floral Street, Long Acre and Tavistock Street, subject to any access restrictions.
    Additional Blue Badge bays are just outside the area on Tavistock Street and Wellington Street.
    Pay by Phone standard parking may be found in Southampton Street, Tavistock Street, Maiden Lane, Russell Street, Wellington Street, Drury Lane and Shelton Street.
  • There is an accessible toilet in Tavistock Court, at the side of the Jubilee Market.
    There are female and male public toilets in the West Piazza by St Paul's, in the pedestrianised area of Covent Garden. These have stepped access only.
    There are additional privately run public toilets within the Market Building in the Lower South Hall, operated by "2theloo".

General Accessibility (Covent Garden Piazza)

  • Paths and Pavements View
    • The Piazza is the name given to the pedestrianised streets around The Covent Garden Market Building. It is divided into the North, East, South and West Piazza. Together with James Street it provides the central pedestrianised area of Covent Garden. It is approximately 90m north to south and 120m east to west.
      The Royal Opera House Arcade is located on the North and East Piazza.
      St Paul's Church is located on the West Piazza.
      The Jubilee Market is on the South Piazza.
      James Street gives access to the North Piazza.
      King Street gives access to the North and West Piazza.
      Henrietta Street gives access to the South and West Piazza.
      Southampton Street and Tavistock Court give access to the South Piazza.
      Russell Street gives access to the East Piazza.
      Access to Covent Garden is level from east, west, and south. There is an easy slope to James Street to the north and to Tavistock Court to the south.
    • The East and West Piazzas have an easy slope from north to south.
      The North and South Piazzas are level with a cross fall away from The Market Building. The main Piazza is cobbled on all four sides.
      The pavement to the West Piazza by St Paul’s Church has flagstones with medium to deep kerbs. There are no dropped kerbs.
      The Royal Opera House Arcade and the covered walkway in front of the Apple store have smooth stone tiled paving and level kerbs to the cobbled roadway.
      On the East and South Piazzas there is flagstone paving to pavements and medium kerbs from Russell Street to Southampton Street, by the London Transport Museum and Jubilee Market. There are dropped kerbs by the museum, Tavistock Court, and level kerbs to the Jubilee Market.
      Access to The Market Building is by flagstone or cobbled ramps that are marked by white paint, or by 1 to 3 unmarked steps. There is a flagstone walkway around The Market Building and a raised flagstone terrace on the west side.
      While the walkways are wide, when busy the area can become congested and noisy, particularly when crowds gather around street performers, which some people may find daunting or uncomfortable.
    • The cobbles can be difficult to navigate for those with mobility difficulties, wheelchair users and those with children's pushchairs. Some areas are particularly worn.
      At access points and crossing areas, cobbles have been pointed in such a way as to produce a smoother surface though they are still uneven.
      The flagstone paving around The Market Building is uneven and worn in places. Stone paving and cobbles may be slippery when wet.
      There is café seating on the South, East and West Piazza by the Market Building that are marked off by posts and rope or banner panels.
      Access points to the pedestrianised area have black bollards and wooden barriers that vary in height from 90cm to 115cm. The minimum width between bollards or barriers is 105cm up to a maximum of 160cm+.
      At Russell Street to the East Piazza, King Street to the North Piazza and Henrietta Street to the South Piazza, planters, bins and barrows reduce the number and width of openings.
  • Street Furniture and Features View
    • The Piazza is generally wide on all sides, but with bottlenecks at access points and to the East Piazza where it's reduced by café seating.
      Bollards across access roads, low planters and barrows are used in places both decoratively and to control pedestrian access. The bollards are not clearly marked but do contrast with the pavement.
      Bins are generally combined general and recycling waste bins. Again, they are black, but the gold banding helps to identify them visually.
      There are 2 standard red telephone booths at the junction of the North Piazza with James Street.
    • Public seating in the Piazza is limited. In the Piazza, seating is mainly café seating. However, there is an area of more general bench type seating and tables in the East Piazza adjacent to the café seating.

    • There is a Legible London totem wayfinding map at the bottom of James Street, at the corner with the North Piazza and at the top of Southampton Street at the corner with Henrietta Street.

    • The nearest bus stop to Covent Garden is Southampton Street Covent Garden (Stop A), located on The Strand eastbound, or Savoy Street (Stop U) located on The Strand westbound.
    • There is a taxi rank in Russell Street just by the access point to the East Piazza.
    • The nearest tube station is Covent Garden; however, this station has stepped access to platforms.
      The nearest step-free tube station is Tottenham Court Road approximately 1km (0.6 miles) or 12 minutes walk away.

General Accessibility (Tavistock Court)

  • Paths and Pavements View
    • Tavistock Court connects Tavistock Street and the Covent Garden East and South Piazzas.
      Tavistock Court was out of bounds at the time of survey (November 2022).
  • Street Furniture and Features View
    • There are bollards at both ends of the passageway.
      The bollards at the Tavistock Street end are black, not clearly marked but contrast with the paving. They are 100cm high and have a 121cm between them.
      The bollards near the East and South Piazzas are black, not clearly marked but contrast with the paving. They are 125cm high and have a 161cm gap between them.

    • There is a street map beside an accessible toilet near the East and South Piazzas giving locations of other toilet facilities in the West End area.
  • Public Transport View
    • The nearest bus stop to Tavistock Court is Southampton Street Covent Garden (Stop A), located on The Strand eastbound, or Savoy Street (Stop U) located on The Strand westbound.
    • The nearest taxi rank is in Russell Street just off the East Piazza.
    • The nearest tube station is Covent Garden; however, this station has stepped access to platforms.
      The nearest step-free tube station is Tottenham Court Road approximately 1km (0.6 miles) or 12 minutes walk away.

General Accessibility (James Street)

  • Paths and Pavements View
    • James Street is located to the north of the Covent Garden and runs from The Piazza to Long Acre and is intersected by Floral Street.
      The street is approximately 120m long and slopes slightly uphill from The Piazza to Floral Street but is level from Floral Street to Long Acre.
      James Street is pedestrianised 24 hours although loading is permitted between 07:00 and 10:00 between Covent Garden Piazza and Floral Street.
      The road can become busy during the day with pedestrians as it is the main pedestrian route between Covent Garden Tube Station, Long Acre and The Piazza.
    • Access to James Street from The Piazza is marked by bollards, with a minimum width of 135cm between them.
      The roadway is stone blockwork with flagstone crossbands with level kerbs.
      The pavements are flagstone paved with glass block paving to some shop fronts which may be slippery when wet.
    • Floral Street crosses James Street and is one-way from the west to the east (left to right as you look up James Street from The Piazza). The Blue Badge bays on the east side of Floral Street are accessed via Bow Street.
      The kerbs at these crossings are flush with the road. The crossings are level and paved with traditional block paving. There is no tactile paving on either side of the crossings.
  • Street Furniture and Features View
    • Between The Piazza and Floral Street, on the west side, bollards, litter bins, planters, lampposts and backless benches line the pathway between The Piazza and Floral Street. The bollards, bins and benches contrast with the paving.
      On the east side there are lampposts and the occasional similar bollards. The width of the road is reduced by railings and planters that mark the edge of sunken shop and café entrances.
      There are steps down to the side, marked at the top only by tactile paving. The steps are of medium depth and taper from 0 to 2 steps along their length from The Piazza end, with level entry at this point.
      There is café seating at the top of the steps marked by ropes and bollards.
      There may also be advertising boards outside the seating area that may be hazardous to those with a visual impairment.
    • Between Floral Street and Long Acre, there is café seating to both sides of the street, marked by bollards with ropes between.
      There are also advertising boards as well in front of the seating area and outside shops that may be hazardous to those with a visual impairment.

      There is a local West End wayfinding map and underground route map outside Covent Garden Tube Station at the north end near Long Acre.

    • Covent Garden Tube Station is located on the corner of James Street with Long Acre. There is step-free access to station platforms via lift. The next step-free tube station is Tottenham Court Road approximately 1km (0.6 miles) or 12 minutes walk away.

General Accessibility (Tavistock Street)

  • Paths and Pavements View
    • Tavistock Street is located to the south of Covent Garden and runs from Drury Lane to Southampton Street. This section covers Wellington Street to Southampton Street.
      The street is approximately 155m long and level from Wellington Street to Southampton Street.
      Although pedestrianised, service vehicles may use the road at any time via the Wellington Street end of Tavistock Street.
      Burleigh Street gives access from the south, linking it to The Strand.
      There are bollards and dropped kerbs to each side of the crossing.
      The tarmac is broken and uneven.
      The crossing was out of use at the time of survey (November 2022) due to building work (photographs 4 and 5).
      Tavistock Court links to Covent Garden Piazza to the north. There are bollards at the end of Tavistock Court that are 121cm apart. Though unmarked, they contrast with the paving.
      Tavistock Court was out of bounds at the time of survey (November 2022) due to building work (photograph 10).
      At the Wellington Street end the crossing has dropped kerbs to both pavements without tactile paving.
      The crossing was out of bounds at the time of survey (November 2022) due to building work.
      At the Southampton Street end the crossing has dropped kerbs with block tactile paving.
      There is a crossing at the rear of the Jubilee Hall and Hudson House with widened pavement and dropped kerbs. This permits pedestrians to cross to avoid the Jubilee Hall Market loading bays.
    • Both pavements are tarmacked with some flagstones in places. There are also glass block paving and metal grid access covers in front of some buildings which can be slippery when wet. The pavement is uneven in places.
      The area on the north pavement behind the Jubilee Hall Market is marked off by bollards and is cobbled with level kerbs.
      The south pavement was out of bounds at the time of survey (November 2022) due to building work (photographs 5 and 6).
    • The north pavement is narrowed to approximately 90cm at the Southampton Street end by trees and by a raised terraced with a medium to deep step painted white, market stalls and café seating.
      There is standard Pay by Phone parking and a large cycle hire rank to the rear of the London Transport Museum, accessible from Burleigh Street.
  • Street Furniture and Features View
    • There are trees to the edge of the north pavement at the Southampton Street end of Tavistock Street.
      Lampposts to both pavements reduce pavement widths between the Jubilee Hall and Wellington Street.
    • There is a red standard telephone box at the end of Tavistock Court.
      Planters outside doorways reduce pavement widths.
    • There is a Legible London totem wayfinding map at the corner of Tavistock Street with Wellington Street. This was out of bounds at the time of survey (November 2022) due to building work (photographs 4 and 5).
      There is a similar totem sign combined with payment station next to the cycle hire to the rear of the London Transport Museum (photographs 18 and 21).

    • The nearest bus stop is on The Strand.
    • The nearest taxi rank is in Russell Street.
    • The nearest tube station is Covent Garden; however, this station has stepped access to platforms.
      The nearest step-free tube station is Tottenham Court Road approximately 1km (0.6 miles) or 12 minutes walk away.

General Accessibility (Maiden Lane)

  • Paths and Pavements View
    • Maiden Lane is located south west of Covent Garden and runs from Bedford Street to Southampton Street. The street is approximately 150m long and level from Bedford Street to Southampton Street.
      There is vehicular access for loading only 07:00 - 11:00. Three passageways from the south link to The Strand; Exchange Court, Bull Inn Court and Lumley Court. However, these are not recommended in that Exchange Court and Bull Inn Court have a steep slope, while Lumley Court has slight slopes and steps.
      At the Bedford Street end the crossing has dropped kerbs to both pavements without tactile paving, the crossing is cobbled. This end is blocked by a plant barrow during the day.
      At the Southampton Street end the crossing has dropped kerbs without tactile paving.
    • Both pavements are flagstone paved with some tarmac in places. There are also glass block paving in front of some buildings which can be slippery when wet. The pavement is uneven in places.
      Between Bedford Street and Exchange Court the road is cobbled and narrow.
      It then widens between Exchange Court and Southampton Street with loading bays on the north side that are block paved, with level kerbs to the pavement.
  • Street Furniture and Features View
    • The north pavement is narrowed to approximately 90cm outside a barbershop opposite Exchange Court by a bollard and planter.
      Café seating without barriers blocks the south pavement at the Bedford Street end.
      Large planters line the north pavement toward the Southampton Street end, with outdoor seating and tables on the pavement reducing the width outside restaurants and cafés.
    • There is a Legible London totem wayfinding map at the corner of Bedford Street with Maiden Lane. There is a similar totem wayfinding map on Southampton Street opposite the end of Maiden Lane.

    • The nearest bus stop is on The Strand and the end of Southampton Street.
    • The nearest taxi rank is in Russell Street.
    • The nearest tube station is Covent Garden; however, this station has stepped access to platforms.
      The nearest step-free tube station is Tottenham Court Road approximately 1km (0.6 miles) or 12 minutes walk away.

General Accessibility (Southampton Street)

  • Paths and Pavements View
    • Southampton Street is located to the south of Covent Garden and runs from The Strand (where it is truncated by a turning point) to Henrietta Street. This guide covers the section from Maiden Lane to Henrietta Street.
      By the truncated turning point there 3 Blue Badge bays which are 640cm by 200cm, a bay for electric vehicle charging and a few Pay by Phone standard bays.
      The section is approximately 60m long and has a slight slope up from Maiden Lane to Henrietta Street.
      The roadway is tarmacked up to Henrietta Street where it then becomes cobbled.
      Southampton Street is two-way from The Strand cul-de-sac end to Tavistock Street.
      Maiden Lane gives access from the west and Tavistock Street gives access from the east. There is a pedestrian link to The Strand where the main bus stops for Covent Garden are located.
      There is standard Pay by Phone parking and a large cycle hire rank to the south of Maiden Lane.
      Southampton Street is intersected at its top end by Henrietta Street and the Covent Garden South Piazza.
    • South of Maiden Lane, the crossing across Southampton Street has dropped kerbs to both pavements and blockwork tactile paving.
      At Henrietta Street / South Piazza there are medium depth kerbs without dropped kerbs and cobbles to the roadway.
      At Maiden Lane on the west pavement, the crossing has dropped kerbs without tactile paving.
      At Tavistock Street on the east pavement, the crossing has dropped kerbs with block tactile paving.
      Both pavements are flagstone paved.
      There are also glass block paving on the west pavement in front of some buildings which can be slippery when wet.
    • On the east pavement between Tavistock Street and Henrietta Street / South Piazza there is ramped or stepped access into the Jubilee Hall Market (photograph 12).
  • Street Furniture and Features View
    • Lampposts and street signs to both pavements reduce pavement widths.
      There is also a red post box on the east pavement in front of the Jubilee Hall Market (photograph 13).
      Plant barrows and planters block off the roadway above Tavistock Street (photograph 14).
      Restaurant seating marked off by rope and posts barriers is in the street (photograph 15).
      There is not a dropped kerb to the road at this point.
    • Café seating and planters outside doorways reduce the west pavement width (photographs 16 and 17).
      This café seating also continues onto the road where Southampton Street meets Henrietta Street.
      There are bike stands on the east pavement opposite the end of Maiden Lane (photograph 18).
      Bicycles may be locked to any sign or lamppost in the area.

General Accessibility (Henrietta Street)

  • Paths and Pavements View
    • Henrietta Street is located to the south west corner of the Covent Garden Piazza and runs from Southampton Street to Bedford Street.
      The street is approximately 150m long and level for its full length.
      There is vehicular access for loading only 07:00 - 11:00 to and from Jubilee Market and Covent Garden Market Hall.
      The South Piazza give pedestrian access from the east at the Southampton Street Junction.
      The West Piazza gives pedestrian access from the north and Bedford Street from the west.
      At the top of Southampton Street, the crossing has no dropped kerbs and cobbles to the roadway, unless crossing diagonally to the South Piazza.
      The access from the South Piazza has unmarked bollards 106cm to 135cm apart.
      Outside the restaurant on the corner of Southampton Street and Henrietta Street, there is a dropped kerb to give a crossing to a ramped access point into the Market Building. The crossing is cobbled and uneven. There are bollards at the end of the ramp with a maximum width of 110cm.
      The Bedford Street end of the street is marked by planters that reduce the pavement width.
    • Henrietta Street is cobbled from the South Piazza to the corner of the West Piazza and Henrietta Street. The street width is reduced at this section.
      On the north side there is access to the West Piazza, marked by bollards, posts, barriers and planters with gaps varying from 100cm to 150cm in width.
      The south pavement extends the full length of the street from Southampton Street to Bedford Street.
      The north pavement runs from Bedford Street to the barriers at the corner of the West Piazza, where it turns into the West Piazza by St Paul's.
      There is no dropped kerb to this pavement at the Covent Garden end.
      Both pavements are flagstones with glass block flooring in places which can be slippery when wet.

General Accessibility (King Street)

  • Paths and Pavements View
    • King Street is located to the west of Covent Garden Piazza and runs from Bedford Street to Covent Garden North and West Piazza.
      The street is approximately 130m long and level from Bedford Street to the North Piazza.
      King Street is pedestrianised although loading is permitted between 07:00 and 11:00.
      A pedestrian passageway (Floral Court) on the north pavement, links to Floral Street, via a courtyard. The passageway has a steep slope.
      A pedestrian passageway on the south pavement links to St Paul's Church gardens. There are 3 steps. Alternative level access may be gained from Bedford Street.
      At the Piazza end the south pavement to the West Piazza has medium kerbs, with no dropped kerb. The north pavement through to the North Piazza has level kerbs, without tactile paving from opposite the end of the West Piazza.
      At the Bedford Street end the crossing has level kerbs without tactile paving.
      There is a crossing at the St Paul's passageway with dropped kerbs to both pavements. There is no tactile paving here.
    • The main roadway is paved with blockwork. Both pavements have flagstone paving with medium height kerbs. There are glass block flooring in front of some shops on the south pavement that may be slippery when wet.
      Both pavements are narrowed by lampposts, bins and signposts. The south pavement is narrowed to about 90cm by a lamppost and planter to the west (right) of the St Paul's passageway.
  • Street Furniture and Features View
    • At the North Piazza and West Piazza, the access is marked by bollards, planters and barrows. The bollards are black, not well marked, but contrast with the paving. The planters reduce space between the bollards, however, there is wider space for access to either side.
      Lampposts, street signs, seating and planters to both pavements and steps and railings to the north pavement reduce pavement widths.
    • The north pavement and the main street may be blocked by outdoor seating marked by post and rope barriers.

    • Rose Street runs from Garrick Street to Long Acre and is intersected by Floral Street.
      Lazenby Court is a narrow passageway which links Floral Street and Rose Street past the Lamb & Flag public house and is the preferred pedestrian route between Floral Street and Garrick Street.
      Rose Street is approximately 110m long in total and Lazenby Court approximately 25m long.
      Rose Street is divided into 3 sections.
      1. Garrick Street to the Lamb & Flag public house, with Lazenby Court.
      2. The Lamb & Flag public house to Floral Street.
      3. Floral Street to Long Acre.
    • Rose Street from Garrick Street to the Lamb & Flag public house is cobbled along the walkway.
      There are narrow flagstone pavements to each side with level kerbs and unmarked black bollards at the edges. These reduce the width of the pavement to 73cm on the south (right) pavement and 60cm on the north (left) pavement as you go up.
      There is a steep slope up initially which becomes slight as you get to the public house.
      Lazenby Court (photographs 6 to 12) is a partly covered passageway that links past the public house. It has a surface of flagstone paving for its full length and has a slight slope up to Floral Street.
      The passageway narrows to 81cm, and the head height at the covered section is 180cm (5' 11").
    • Rose Street from the public house to Floral Street is level with cobbles to the walkway and narrow pavements to either side. These pavements are obstructed by bins.
      Rose Street between Floral Street has flagstone paving and a slight slope down towards Long Acre. It has level kerbs at the Floral Street crossing.
      Floral Street is cobbled and so the crossing is uneven.
  • Street Furniture and Features View
    • The black bollards between Garrick Street and Floral Street are unmarked but contrast well with the pavement (photographs 3 to 5).
      There are advertisement boards outside the public house which sit at the edge of the pavement (photograph 5).
      At the Rose Street end of Lazenby Court a service pipe narrows the width. It is marked yellow (photograph 7).
      Rubbish bins block the pavements at the Floral Street end of the service road (photograph 11).
