COVID-19 Information

  • The information in this section was taken in October 2020.
  • Some of the shops on Oxford Street have temporary barriers for queuing at their entrances.
  • Tottenham Court Road and Oxford Circus underground stations are operating one-way systems.
    The entrances to Tottenham Court Road station on Tottenham Court Road and Charing Cross Road/New Oxford Street may be closed. The entrances to Oxford Circus station from the south side of Oxford Street may be closed.
  • There are hand sanitiser points attached to signposts at intervals along the street.
  • There are signs and pavement stickers to remind visitors about social distancing.
  • Please see the attached link for information from TfL on accessibility for customers during the coronavirus pandemic.
    If social distancing would prevent staff providing assistance - such as guiding a visually impaired passenger or pushing a wheelchair user up a portable ramp - an accessible taxi will be booked instead.

Overview (Key Accessibility Information)

  • This Access Guide covers the section of Oxford Street between Oxford Circus, at the junction with Regent Street, and Tottenham Court Road.
    The changing nature of the West End may mean that the on-street conditions are different to the description in this Access Guide.
    This Access Guide was reviewed in October 2020.
    The length of this section is approximately 0.5 miles (0.8km).

    Major businesses such as Marks and Spencer (new tab), Boots (new tab), Holland and Barrett (new tab), JD Sports (new tab), McDonald’s (new tab), Next (new tab), Primark (new tab), Zara, H&M and Topshop are located in this section.
    This Access Guide also includes the side roads:

  • Oxford Street and the roads which cross it are extremely busy.
    The pavements and pedestrian crossings are all level and wide, however they can be congested at peak times, which could be daunting for some people.
    Peak times are from 12:00 until around 19:00 and peak months are July - August and December.
  • There can be a lot of noise from the open doors of some shops and also musicians performing on the street.
    There is no seating along this section of Oxford Street, however there are some seats in some of the side streets.
    Legible London wayfinding signs are available at intervals along Oxford Street, near to the main crossroads.
    All of the crossroads and side roads have pedestrian-controlled crossings apart from the side roads; Great Portland Street, Winsley Street and Hanway Street – north side of Oxford Street and Hills Place and Poland Street – south side of Oxford Street.
  • Pedestrian traffic is likely to increase when the new Elizabeth Line Station opens at Bond Street in 2022.
    There are plans to widen pavements and improve the streetscape of Oxford Street and most of the side roads in the next few years which may cause temporary disruption in some areas.
  • The main ways to get to Oxford Street include; tube, bus or taxi.
    Along this section of Oxford Street there are no taxi ranks, however there are some located in the following side streets; Argyll Street and Berners Street.
    Bus stops are located at various points along Oxford Street. However, the number of bus routes and the location of the bus stops may change as part of the Oxford Street District improvement works.
    Access points for the following underground stations are located in this section of Oxford Street; Oxford Circus and Tottenham Court Road.
  • Parking in the area is very limited and visitors are encouraged to use public transport.
    Within this section of Oxford Street there is a NCP Car Park (new tab), located in Berners Street, north of Oxford Street.
    There are a small number of Blue Badge parking bays and some standard on-street bays in side roads off Oxford Street.
  • There are no public toilets in this section of Oxford Street.
    There is an automatic public toilet on Princes Street, off Regent Street (near Oxford Circus).
    It is intended to be accessible for all users but may not be suitable for some disabled people.
    There is a male urinal on Soho Street at Soho Square Gardens.
    There are no other standard public toilets.
    Many of the department stores, larger shops and restaurants have step-free accessible and standard toilets and baby change facilities for customers.

  • The on street Blue Badge parking bay(s) is/are located on Wells Street, off the north side of Oxford Street (photographs 1 and 2), Berners Street and Ramillies Place (photographs 3 and 4).
  • Parking is free for Blue Badge holders.
  • Free parking for Blue Badge holders is for 4 hours only.

    • Standard on street parking is available.
    • The on street standard parking bay(s) is/are located on Berners Street, Wells Street, Soho Square and Ramillies Street.
  • Comments View
    • The Blue Badge parking in Wells Street is a continuous strip, with space for approximately 4 vehicles.
    • There is a steep road with narrow pavements between Ramillies Place and Oxford Street.

General Accessibility (Oxford Street - Oxford Circus to Tottenham Court Road)

  • Paths and Pavements View
    • There is step-free access throughout Oxford Street.
      Most of the shops and restaurants in this section have at least 1 step-free entrance.
      The pavements are generally level or with a slight slope along their length (photographs 1 and 2).
      The pavement surfaces generally consist of flagstone paving or concrete slabs.
      There are loading bays marked on the pavement (photograph 3) but these should only be used between 00:00 and 08:00.
    • There are pedestrian-controlled crossings at all the crossroads on Oxford Street.
      There are no crossing points between the crossroads.
      There are several junctions with side roads which are uncontrolled:
      - Great Portland Street and Winsley Street on the north side of Oxford Street
      - Hills Place and Poland Street on the south side of Oxford Street.
    • There is pedestrian-only access from Oxford Street to some further side roads.
      From the north side to:
      - Market Court (photograph 4)
      - Great Titchfield Street
      - Adam and Eve Court, a narrow alley leading to Eastcastle Street (photographs 5 and 6)
      From the south side :
      - Argyll Street
      - Ramillies Street
      - Dean Street (photograph 7), which will access the new Tottenham Court Road Station on the Elizabeth Line.
  • Street Furniture and Features View
    • The are no seats in this section of Oxford Street.
      The nearest seating is located in Great Titchfield Street or Soho Square Gardens.
    • Cycle racks are generally at the edge of the pavement, with ample room to pass (photograph 8).
      The nearest TfL cycle docking stations are in Wells Street, Little Argyll Street and at Soho Square.
      App-hire cycles may be left in random locations.
    • At the time of the survey (October 2020) there were construction works affecting the south side of Oxford Street, near to Tottenham Court Road Station.
      There are two locations with ramps to access a raised and sheltered section of the footpath with metal surface flooring (photographs 9 and 10).
      There are also sections on the north side where scaffolding and building works span over the pavement.

    • There are Legible London wayfinding signs close to the main crossroads:
      - at the junction of Oxford Street with Charing Cross Road (photograph 11)
      - on the south side, near Berwick Street (12)
      - on the north side, near Newman Street.
    • The nearest sign to Oxford Circus is in Argyll Street.
  • Public Transport View
    • The bus stops are further apart in this section of Oxford Street.
      On the north side, bus stops are near Winsley Street (opposite Marks and Spencer) and near Tottenham Court Road.
      On the south side, they are near Hills Place, Wardour Street and Dean Street.
    • All the bus stops have bus shelters with route maps and perching seats 55cm - 65cm high (photograph 13).
      Some of the shelters also have displays of the services due.
    • There are no taxi ranks on this section of Oxford Street.
    • There are 4 access points to Oxford Circus Station at the junction of Oxford Street and Regent Street (photograph 14).
      There are also separate exit-only points on Oxford Street, east of the junction (photograph 15) and in Argyll Street.
      All the access points have steps.
    • The accessible step-free entrances to Tottenham Court Road Station are on the south side of Oxford Street, both sides of Charing Cross Road (photographs 16 and 17).
      There is a stepped entrance from the north side of Oxford Street, on the east side of Tottenham Court Road (photograph 18).

Main Pedestrian Crossing(s) (Oxford Circus - Junction of Oxford Street and Regent Street)

  • There are crossings with dropped or flush kerbs and tactile paving at each of the 4 sides of this junction.
    This junction also allows pedestrians to cross diagonally.
    There are flush kerbs with no tactile paving at the diagonal crossing points.
    Some but not all of the crossing points have a bold white line at the edge of the pavement.
    Where some pavements have been widened, the pavement edge may be some distance from the crossing controls.
  • There are small central refuges on the 4 main crossings.
    The refuges have a flush surface with the road and are not marked with tactile paving.
    Despite the refuges, the crossings are intended to be crossed in one go.
  • The crossings have buff-coloured tarmac which contrasts with the grey tarmac road.
  • There is two-way traffic on both Oxford Street and Regent Street.
    There is written floor signage to indicate the direction of traffic.
  • There are audible and visual indicators at all the crossing points.
    This is an 'All Red' junction, where all the crossings operate at the same time.
    The indicators are activated by push button controls.
    There are controls on both sides of each crossing point, at heights between 102cm - 104cm.
    There are also controls on the central refuges, but these are up to 124cm above road level and could be out of reach for some people.
    At least 1 control at each crossing point has a rotating cone for visually impaired users.
    These crossings have a countdown timer of at least 20 seconds which gives ample time for most people to cross.

Main Pedestrian Crossing(s) (Junction - Oxford Street with Wells Street and Berwick Street)

  • There are crossing points on Wells Street, Berwick Street and on Oxford Street to the west of the junction.
    There are dropped kerbs and grey tactile paving at each of the 3 crossing points.
  • At the Oxford Street crossing, there is a central refuge which is flush and not marked with tactile paving (photograph 4).
    The crossing is timed to be crossed in one go.
  • The road surfaces at the crossings is grey tarmac.
  • There is two-way traffic on Oxford Street.
    There is one-way traffic southbound on Wells Street and Berwick Street.
    There is written floor signage to indicate the direction of traffic.
  • There are visual but not audible indicators at all of the crossing points.
    The indicators are activated by push button controls.
    There are controls on at least 1 side of each crossing point, at heights between 100cm - 111cm.
    The right hand control at each crossing point has a rotating cone for visually impaired users.

Main Pedestrian Crossing(s) (Junction - Oxford Street with Berners Street and Wardour Street)

  • There are crossing points on Berners Street, Wardour Street and on Oxford Street to the west of the junction.
    There are flush or dropped kerbs with grey tactile paving at all 3 crossings.
  • There is a central refuge with a flush surface not marked with tactile paving on the Oxford Street crossing (photograph 4).
    It is hard to reach the crossing controls on the refuge, but the crossing is intended to be crossed in one go.
  • The road surface at the crossings is grey tarmac.
  • There is two-way traffic on Oxford Street and Berners Street.
    There is one-way traffic northbound on Wardour Street.
    There is written floor signage to indicate the direction of traffic.
  • There are visual but not audible indicators at all of the crossing points.
    The indicators are activated by push button controls.
    There are controls on at least 1 side of each crossing point, at heights between 103cm - 110cm.
    The right hand control at each crossing point has a rotating cone for visually impaired users.

Main Pedestrian Crossing(s) (Junction - Oxford Street with Newman Street and Great Chapel Street)

  • At the time of the survey (October 2020) there was construction work in this area and Newman Street was closed to traffic.
    The Oxford Street crossing east of the junction was temporarily closed.
    The crossing at Oxford Street has dropped kerbs and grey tactile paving on each side.
    There is a flush surface at the Great Chapel Street and Newman Street crossings, with no tactile paving.
  • There is a narrow central refuge at the Oxford Street crossing with a flush surface not marked with tactile paving (photograph 4).
    The crossing controls are hard to reach on the refuge but the crossing is timed to be crossed in one go.
  • The road surface at the crossings is grey tarmac.
  • There is two-way traffic on Oxford Street.
    There is usually one-way traffic northbound on Newman Street.
    Great Chapel Street is usually northbound traffic, but is open to pedestrians only during construction.
    There is written floor signage to indicate the direction of traffic.
  • There are visual but not audible indicators at the Oxford Street crossing.
    The indicators are activated by push button controls.
    There are controls on both sides of each crossing point, at heights between 100cm - 111cm.
    The right hand control at each crossing point should have a rotating cone for visually impaired users.
    This is missing on the north side of the Oxford Street crossing.
    The controls on Newman Street and Great Chapel Street are not in use while the roads are closed.

  • There are crossings with dropped kerbs and grey tactile paving at each of the 4 sides of this junction.
  • The Oxford Street crossings have a narrow central refuge with a flush surface not marked with tactile paving (photographs 3 and 4).
    The controls on the refuge are hard to reach but the crossing is timed to be crossed in one go.
  • The road surface at the crossings is grey tarmac.
  • There is two-way traffic on Oxford Street.
    There is one-way traffic southbound on Rathbone Street.
    There is one way traffic for vehicles northbound on Soho Street but there is also a southbound cycle lane.
    There is written floor signage to indicate the direction of traffic.
  • There are visual but not audible indicators at all of the crossing points.
    The indicators are activated by push button controls.
    There are controls on at least1 side of each crossing point, at heights between 103cm - 110cm.
    The right hand control at each crossing point has a rotating cone for visually impaired users.

Main Pedestrian Crossing(s) (Junction - Oxford Street with Tottenham Court Road and Charing Cross Road)

  • There are crossings with dropped kerbs and grey tactile paving at each of the 4 sides of this junction.
  • The road surface at the crossings is grey tarmac.
  • There is two-way traffic on all of the roads.
    There is written floor signage to indicate the direction of traffic.
  • There are visual but not audible indicators at all of the crossing points.
    The indicators are activated by push button controls.
    There are controls on both sides of each crossing point, at heights between 89cm - 100cm.
    The right hand control at each crossing point has a rotating cone for visually impaired users.

Side Street Crossings (along Oxford Street)

  • On the north side of Oxford Street, there are uncontrolled crossings at the side roads; Great Portland Street, Winsley Street and Hanway Street.
    The tarmac crossings are raised flush with the pavement.
    There is no tactile paving at the crossing points.
    Great Portland Street has two-way traffic (photographs 1 and 2).
    Winsley Street has one-way traffic southbound (photograph 3 and 4).
    Hanway Street has one-way traffic northbound (photographs 5 and 6).
    There is painted floor signage to indicate the direction of traffic.
  • On the south side of Oxford Street, there are uncontrolled crossings at the side roads; Hills Place and Poland Street.
    The tarmac crossings are raised flush with the pavement.
    There is no tactile paving at the crossing points.
    Hills Place has two-way traffic (photographs 7 and 8).
    Poland Street has one-way traffic northbound (photographs 9 and 10).
    There is painted floor signage to indicate the direction of traffic.

General Accessibility (Argyll Street - Oxford Street to Great Marlborough Street)

  • Paths and Pavements View
    • Argyll Street is south of Oxford Street, close to Oxford Circus.
      It connects to Regent Street, via Little Argyll Street, and to Great Marlborough street, opposite Liberty.
      The street has a long downhill slope away from Oxford Street.
      The London Palladium Theatre is located on Argyll Street and there are many cafés and restaurants.
    • The section from Oxford Street to Little Argyll Street is pedestrian between 11:00 - 23:00.
      This area has a block paved surface (photographs 1 - 3).
    • The south section of Argyll Street, looks like a pedestrian area however, taxis are permitted northbound (photographs 4 - 7).
      There are also likely to be delivery vehicles in this area.
      The flagstone pavements are flush with the block-paved road.
  • Street Furniture and Features View
    • The pedestrianised section is very congested, with kiosks and cycle racks.
      There is no public seating along Argyll Street.
      Some of the cafés and restaurants have outside tables and chairs.
      There are tall bollards and waste bins across the route (photograph 8).
    • At the junction with Little Argyll Street, the pavement is flush with the road and there is no tactile paving (photographs 9 - 11).
    • At the junction with Great Marlborough Street (photographs 12 and 13) the road surface of Argyll Street is flush with the pavement.
      There is a zebra crossing to cross Great Marlborough Street to the east of this junction.

    • There is a Legible London wayfinding sign in the pedestrianised section of Argyll Street (photograph 14).
  • Public Transport View
    • There are no bus routes on Argyll Street.
      The nearest bus stops are located on the south side of Oxford Street, near Hills Place or on both sides of Regent Street, near the junction with Little Argyll Street.
    • There is a taxi tank on the lower section of Argyll Street, near to the London Palladium (photographs 15 and 16).
    • There is a stepped exit only from Oxford Circus Station to the pedestrianised section of Argyll Street.
      The station entrances (also stepped) are from Oxford Street and Oxford Circus.
      The nearest accessible step-free tube station is Bond Street.

General Accessibility (Hills Place and Ramillies Street)

  • Paths and Pavements View
    • Hills Place and Ramillies Street join the south side of Oxford Street and are connected by Ramillies Place.
      The main attraction in this area is the Photographers' Gallery on Ramillies Street (photograph 1).
      The gallery has its own café and bookshop.
      There are no other shops or restaurants in this area.
      There are plans to improve the access and streetscape in this area as part of the Oxford Street improvement works.
    • There is a long, steep slope downhill on Hills Place, away from Oxford Street.
      The pavement is on the west side of the street and is made of tarmac (photograph 2).
      At the bend in the road there is no pavement on either side of the road (photograph 3).
      The pavement on the west side becomes flush with the road and pedestrians share the road surface with vehicles.
      There are several loading bays in this area.
      Below this point, there is a pavement, but it may be too narrow for wheelchair users (photograph 4).
      At the bottom of the hill, Hills Place joins Ramillies Place.
      Ramillies Place has level pavements but they are only 65cm wide at the narrowest points.
      There are 2 Blue Badge parking bays in this area (photographs 5 and 6).
      The dropped kerbs between the pavement and the road were blocked by bins (photograph 7).
    • The access from Oxford Street to Ramillies Street is pedestrian only, by steps.
      These are located between Boots and JD Sports (photograph 8).
      There are 12 steps, 15cm high and 28cm deep (photographs 9 - 11)
      There is tactile warning paving at the top and bottom of the steps.
      The steps are not clearly marked.
      There are handrails, 103cm high, to both sides of the steps.
      After the steps, there is a level, paved pedestrian area between the buildings (photograph 12).

    • The paved area is partly shaded by trees.
      There are some bench seats in abstract shapes in this area (photographs 13 and 14).
    • There are cycle racks on the west side of the space (photographs 15 and 16).
      There may be large bins in this area.

    • There are no Legible London wayfinding signs or directional signs in this area.
  • Public Transport View
    • The nearest bus stop is on the south side of Oxford Street, east of Hills Place.
    • There are no taxi ranks in this area, but taxis can be hailed on Oxford Street.
    • The nearest accessible step-free tube stations are Tottenham Court Road and Bond Street.

General Accessibility (Great Titchfield Street - Oxford Street to Market Place)

  • Paths and Pavements View
    • This section of Great Titchfield Street is a pedestrian area, which can be used as a resting place away from the bustle of Oxford Street.
      There is a kiosk where the street meets Oxford Street (photographs 1 and 2).
    • The area is paved in concrete slabs with contrasting bands of brick paving.
      The area has a long, slight uphill slope away from Oxford Street (photograph 3).
  • Street Furniture and Features View
    • There are 2 rows of street trees giving shade in this area.
    • There are concrete bench seats, bins and cycle racks in line with the trees (photographs 4 and 5).
  • Maps and Signage View
    • This area is also known as Oxford Market.
    • There is a sign board describing the history of the area near to the junction with Market Place but it is damaged and hard to read (photograph 6).
  • Public Transport View
    • The nearest bus stop is on the north side of Oxford Street, east of Titchfield Street.
    • There are no taxi ranks in this area however, taxis can be hailed on Oxford Street.
    • The nearest accessible step-free tube stations are Tottenham Court Road and Bond Street.

General Accessibility (Wells Street - Oxford Street to Mortimer Street)

  • Paths and Pavements View
    • Wells Street joins the north side of Oxford Street.
      Venues in Wells Street include; part of the University of Westminster, the Cartoon Museum, cafés and offices.
      There are narrow pavements and crossings without dropped kerbs along Wells Street which cannot be avoided.
      .
    • The west side of Wells Street, near to Oxford Street is closed due to construction work (photographs 1 and 2).
      The pavements are wide and level and consist of concrete slabs.
      There are 2 vehicle crossovers which do not have dropped kerbs (photographs 3 and 4).
      There may be some café seats on the pavement (photograph 5).
      North of Eastcastle Street, there are deep kerbs at the junction with Marylebone Passage (photograph 6).
      The pavement narrows where there is a raised step in front of some buildings (photographs 7 and 8).
      The steps are not clearly marked.
      This path may be made narrower by cycles attached to lamp posts.
      There are further vehicle crossovers without dropped kerbs along this street (photograph 9).
    • There is uneven paving and only partial dropped kerbs at the loading bays and other crossovers on the east side of Wells Street (photographs 10 - 12).
      There are dropped kerbs without tactile paving at the junction with Booth's Place (photograph 13).
      The Champion Pub, at the junction with Eastcastle Street, has tables, chairs and signs on the pavement (photograph 14).
      There is no public seating in Wells Street.

    • At the crossroads with Eastcastle Street, there are dropped kerbs without tactile paving at each of the 4 crossing points.
      Some still have a 3cm lip (photographs 15 - 18).
      The road surface is grey tarmac.
      There is one-way traffic southbound on Wells Street and westbound on Eastcastle Street.
      There is written floor signage to indicate the direction of traffic.
      There are visible but not audible indicators at all the crossing points.
      There are push-button controls on at least 1 side of each crossing point, at heights between 100cm - 105cm.
      1 control in each location has a rotating cone for visually impaired users, but the sides vary.
    • There are deep kerbs and no crossing points at the junction with Margaret Street (photographs 19 and 20).
      Traffic from Margaret Street is one way joining Wells Street.
    • At the crossroads with Mortimer Street, there are dropped kerbs with tactile paving at each of the 4 crossing points (photographs 21 and 22).
      The road surface is grey tarmac.
      There is one-way traffic southbound on Wells Street and two-way traffic on Mortimer Street.
      There is written floor signage to indicate the direction of traffic at some crossings.
      The traffic is controlled by traffic lights.
      There are no pedestrian controls or signals.
      There is a central refuge on the Mortimer Street crossing on the east side of the junction (photograph 23 and 24).
      The refuge has a flush surface not marked with tactile paving.

    • There is a map on the TfL cycle docking station on the section of Wells Street north of Margaret Street (photograph 25).
  • Public Transport View
    • There are no bus stops on Wells Street or the surrounding streets.
      The nearest bus stops are on Oxford Street.
    • There are no taxi ranks on Wells Street however, taxis can be hailed on Oxford Street, Eastcastle Street and Mortimer Street.
    • The nearest accessible step-free tube station is Tottenham Court Road.

General Accessibility (Berners Street - Oxford Street to Mortimer Street)

  • Paths and Pavements View
    • There is a side entrance to the large Next store plus some smaller shops and cafés in Berners Street.
      The pavements are generally level or with a slight slope.
      The surface is a mix of concrete slabs, concrete and asphalt with glass blocks set into the pavement next to some buildings (photographs 1 and 4).
    • On the west side, north of Eastcastle Street, the Sanderson Hotel usually has large planters and an enclosed dining area (photographs 5 and 7) although it was closed until 2021 at the time of the survey.
      There are shallow kerbs along Berners Street where the access points to the NCP car park cross the pavement (photographs 8 and 9).
    • On the east side of Berners Street, some of the restaurants may have tables and signs on the pavement (photographs 10 - 12).

      The street has a slight downhill slope away from Oxford Street towards the gardens (photographs 1 and 2).
      The pavements have an asphalt surface which is patched and uneven in places.
    • There is a flush surface at the unmarked vehicle access point on the west side of the street (photograph 3).
      The Seven Storeys bar on the corner with the square may have seating on the pavements (photograph 4). There is no public seating in Soho Street.

      There is one-way traffic northbound on Soho Street for vehicles, however cycles can travel in both directions.
